The light intensity is constant, but the apparatus is moving relative to the light source.

You would still get the Blue (moving toward source)/Red ( moving away from source) shift ===> photons have more (blue) or less (red) energy ====> Photo electric effect would detect motion but we could not tell if it was the source or the detector
